The Paulding County Water System is comprised of several divisions. They are as follows: Water & Sewer, Storm Water, Solid Waste and Recycling.

As a public utility, it is our intent to provide our customers with quality and reliable service. We would like to provide you with information that you will need when applying for water and/or sewer service.

  • You can either apply for service in person or an application can be downloaded, then faxed to the office along with a copy of a valid photo ID.  Fax Number (770) 222-6867. 
  • If you fax your application to the office, you must call the office to give us your credit card number (Visa or Mastercard) in order for us to process your application.
  • There is a $50.00 deposit for water service, a $100.00 deposit for water and sewer service, and a $25.00 non-refundable application fee that must be paid prior to us setting up your new account.
  • We will need to know the subdivision and lot number where you are requesting service.  If it is a previously owned home, we will need to know the previous owner's name. 
  • If you are renting the property, we will need a current lease showing the tenants names and effective start date.
  • Please allow two (2) working days for connection of your service.  If you require same day service there will be an additional $75.00 charge.

The street light program is managed by Paulding County's Utility Services Division. The water system bills for street light service on behalf of Paulding County and in conjunction with the local power providers. Payment of this service is subject to the same terms and penalties as that established for water and sewer service. If you have questions regarding street light service, please call Tim Cole, Utility Services Coordinator, at 770-445-4759. If you would like to report a problem with a streetlight, please call your local power company.

Making Your Payments    

Payments may now be made online! Please click here for more information and access to the online billpay system.

Payments may be mailed to PO Box 2058, Hiram, GA 30141. You may also make payments at our office located at 1723 Bill Carruth Parkway, Hiram, Georgia  30141, where customer service representatives are available to take your payment at the inside window or at the drop box located at the drive-thru. When the office is closed, you may also drop your payment in our night deposit box conveniently located at the drive through window; Paulding County Water System is not responsible for cash deposited in this manner.

Please return the right side of your bill with your check or money order. Write your account number on the check or money order to ensure it is credited to the proper account. Automated Debit Service is available to customers who wish to have their checking account directly debited for the amount of their monthly bill.

Returned Checks

In the event your check is returned from the bank for any reason, your account will incur a $25.00 service charge. The check amount plus the service charge must then be paid with cash, credit card or money order. If the check is for a current month's bill only, an attempt will be made to notify you. If the check is for a past due bill, your water will be turned off without further notice and an additional $50.00 reconnect fee will be charged to your account.

Reporting a Leak

To report a water main leak, please call the water systems operations division at (770) 445-2761. If the leak is between the water meter and the house, it is the responsibility of the homeowner and a plumber should be consulted.

Water Conservation Program

Due to regulations imposed in 1991 by the Environmental Protection Division, beginning May of each year, if you use 30% more water than your average in the winter months (November-March) you will be billed a 30% surcharge for that usage. This is to encourage customers to conserve water during the summer months (May-September). Your water consumption from the winter months will be averaged and 30% will be added to that figure. This amount will be used as the summer average. When you exceed the average, your account will be charged 30% more for water consumption exceeding the average. If you are a new customer and have not established a usage history, your will be allowed to consume 6,500 gallons per month (based on the national average) before incurring a surcharge. The surcharge rate is currently $1.31 per thousand gallons. Everyone is encouraged to start their own water conservation program.

Water Theft

It is unlawful for any person, firm, or corporation to obtain any water from the Paulding County Water System from any fire hydrant or other unmetered taps within the unincorporated area of Paulding County unless they have received a written permit from the Water System and is obtaining water from a fire hydrant or other tap through a meter according to the terms and conditions of the permit. Any person, firm or corporation who is found obtaining unmetered water from the Water System will be punished according to the penalties established in the Paulding County Outdoor Water Use Ordinance, Section 19-5.

Storm Water Division

Drainage problems associated with detention ponds should be reported to the storm water division at 770-445-2761. The complaint will be analyzed and problems found will be corrected.

If there is a drainage problem along the right of way, please notify the Paulding County Department of Transportation at 770-445-4759. If the drainage problem is along an easement, it will be the responsibility of the homeowner to resolve the issue.

Solid Waste Division

The solid waste landfill is located at 1460 Grants Chapel Road, Dallas, Ga. 30132. For your convenience, it is open Monday through Saturday from 8:00 am until 4:30pm. 

There is a $10.00 minimum fee for all loads, or $40.00 per ton. Cash or check payments are accepted. All checks must include a valid drivers license.

The landfill does not accept Batteries, Tires, Gas Tanks, Oil, or Paint. Dried paint is accepted.

Recycling Division

Paulding County encourages its citizens to recycle.  Our Recycling Center is located at 1385 Grants Chapel Road in Dallas.  We are next to the Solid Waste Transfer Station.  Our hours of operation are Monday thru Friday from 8:00am until 4:30pm.  We are open on Saturday from 8:00am until noon.  We are closed on all major holidays.

There are many local businesses that accept materials for recycling. For more information on additional drop off locations, annual recycling events, and general recycling information, please contact the recycling office at the number below or visit our website at recycle.
