The Adult Detention Center houses individuals for violating Georgia
Criminal Code and for those persons who have been arrested for felony and
misdemeanor crimes.
The Paulding County Detention Center operates on the premise that all
inmates in our custody are human beings, and while incarcerated are
entitled to humane, fair and impartial treatment.
In essence, Detention Officers are part of a large and complex
operation that requires specific performance at a given time and place. As
Detention Officers we become responsible for providing proper and sanitary
housing and living conditions, well-balanced meals, medical attention and
for their safekeeping and welfare while in custody. We must conduct
ourselves in word and in action so that every inmate has the opportunity
to preserve his/her dignity and self-respect. As Detention Officers we
must maintain security and control, while guaranteeing each individual
these rights.
As Deputy Sheriffs and Detention Officers we have sworn to uphold and
defend the Constitution and all the laws of the land.
The Paulding County Detention Center is a modern facility with a
housing capacity of 300. We often house individuals detained for numerous
other jurisdictions including municipal, state, federal and other local
agencies. The Detention Center is manned 24 hours a day by a staff of
trained and state certified Detention Officers. The Detention Center
maintains a staff of 69 officers who are required to complete a 40-hour
departmental training class immediately after being hired. Within 6 months
they are required to complete an 80 hour state mandated class for
certification through the Georgia Peace Officers Standing and Training
Council. They are also required to complete 40 hours per year of
additional training. We strive to maintain a staff of highly trained and
professional personnel that are continually increasing their knowledge and
skills.
We have a full time P.O.S.T. certified Training Department who is
responsible for submitting all records to the Georgia Peace Officer’s
Standards and Training Council. Our Training Department is lead by
Captain Chad Hunton.
The Paulding County Detention Center booked in 6,652 people through
our Booking Department in 2007. We also booked out 6,375 people through
our Booking Department in 2003.
The Detention Center provides fingerprinting services for firearm
permit applicants, foster parents, employment, beer and wine license, fire
department and Board of Education.
The facility includes a fully equipped kitchen where balanced, nutritional
meals are prepared for the inmates. A contractor provides the meals;
Valley Services; under the supervision of detention center staff. Inmates
supervised by the contractor prepare meals. They are served by officers
and supervised inmates. Supervised inmates handle all commissaries,
laundry, cleaning and other housekeeping chores in house.
Recent
enhancements of the facility have been the addition of three
ultra modern systems.
- Automated
fingerprinting system, which scans a person’s fingerprints and produces
laser print records. This system allows us to electronically submit the
records to the Georgia Crime Information Center (GCIC). When GCIC
receives the record it is run through their database to check the prints
and produce an accurate identification of the person’s fingerprints,
which is electronically sent to us within 1 to 2 hours. GCIC then
forwards the prints to the National Crime Information Center (NCIC)
where these prints are checked through the FBI database on a national
level and produces an accurate identification of the prints, which is
sent to us within 4 to 6 hours. This enhances our ability to identify
persons who may be fugitives on a state or national level.

Implementation of a digital imaging system that captures inmate’s photos
digitally and attaches them to their booking record and stores it in the
computer system. The inmate’s photo is printed on each booking sheet.
This system also gives us the capabilities to produce lineups for
investigative purposes and printing wanted posters.

Biometric fingerprint capture system that is integrated with our booking
system to register an detainee’s fingerprint at the beginning of the
booking process. The system will check the fingerprint against our
database to determine if the detainee has ever been processed into our
system. If the system finds a match it will bring up all information
associated with that print for further processing. If there is no match,
the fingerprint and all the information gathered will be saved in our
database. When the detainee is being released, the booking out process
begins with capturing the detainee’s fingerprint that does a search of
our database to verify the identity of the person we are releasing.

Video Conferencing System. This gives the courts the ability to speak
with and see an inmate on certain matters. This enhances the security by
reducing the need for movement outside the facility. This also reduces
the cost of operations.
We are continually updating and improving our operation as new techniques
or equipment becomes available.

Transportation
The Detention Center has a Transport Division who is responsible for
transporting inmates to and from specific locations. Transport works
closely with the District Attorney’s office, the Probate Judge’s office,
the Juvenile Judge’s office, the Magistrate Judge’s office, the State
Probation department and the State Department of Corrections. They must
coordinate inmate movements to and from the courts for hearings, trials
and sentencing. They also work with the State Department of Corrections
for transporting state-sentenced inmates to the state prison system and
for picking up and returning inmates on Court Production Orders. They also
coordinate the inmate’s movement to and from outside medical
facilities for treatment. Transport also works with the Patrol and Warrant
Division coordinating pickup and transport on Probate Court involuntary
committals. There is a transport officer either on duty or on call 24
hours a day seven days a week.
Transport’s primary objective is to insure the safety and security of the
public, themselves and the inmates that are being transported.

Inmate Work Detail
Although assigned to the jail, the Inmate Work Detail officers are
“external” to the jail and has 8 officers assigned that supervise the
various work details about the county. The work detail carries out 1
road crew each day that picks up trash along county roads, 1 detail that
picks up trash on state roads and a detail of female detainees. There are
also inmates assigned to various county offices. Only inmates that have
nonviolent charges are allowed to work on these outside details. These
inmates are usually county sentenced or incarcerated on probation
violations.

Medical
The facility also has a medical department with a full time secretary and
a paramedic. We have a nurse practitioner working under the direction of a
doctor who comes in house to hold sick call 2 to 3 days per week. The
nurse practitioner or the paramedic is available for calls with questions
or emergency issues. Immediate medical emergencies are handled by
transporting inmates to the hospital. We also have dental equipment in
house and a dentist that comes in house once a week for dental problems.
If a dental emergency occurs, the inmate is transported to the dentist’s
office. We have a contracted mobile x-ray service that comes in house as
needed for any x-rays. These services help maintain security by reducing
movement outside the facility and also reduce the cost to taxpayers. It is
the responsibility of the inmate to fill out an inmate request each and
every time they need a medical issue addressed. Medical issues can not be
discussed with anyone other than the inmate. Strict confidentiality is
maintained. The medical department can not discuss any issues with any
family member or give any advice.

Chaplain
The facility has a chaplain that conducts non-denominational religious
services for the inmates. The chaplain is available to the inmates for
religious support and counseling only. The chaplain is not allowed to
become legally or personally involved in any way.
Recreation
Inmates are allowed two hour sessions of outdoor recreation each yard
call. Recreation may be canceled for inclement weather, rule violation and
any other time it may be necessary for jail operations.
Mail
All inmate mail must have a return address on the envelope. All incoming
mail will be opened and inspected for money orders and/or contraband. The
only thing an inmate can receive through the mail is certified checks,
money orders and 3 pictures that are not Polaroid. These pictures can not
contain nudity, depict violence or depict illegal activity. An Inmate is
allowed to have 3 pictures in their possession at any time. If any mail
contains anything other than the items listed above, the entire envelope
and everything in it will be returned to the sender.

Inmate
Accounts
Money may be left for an inmate at the reception or control window 24
hours a day seven days a week. Cash, cashier’s checks or money
orders only will be accepted. Money orders and cashier’s checks will be
accepted through the mail. DO NOT SEND CASH THROUGH THE MAIL. Personal
checks will not be accepted. All money orders and cashier’s checks must
have the inmate’s name and the facility name on them. The sender’s name
and address are also required. Upon release from the facility, all funds
credited to the inmate’s account may be picked up by the inmate only
during normal business hours- Monday through Friday 8:00 a.m. to 4:00 p.m.
Inmate accounts and their balance can not be discussed with anyone other
than the inmate. Funds can only be released to the inmate or someone with
a signed and notarized release form.
Each inmate may purchase commissary 1 day per week. The schedule is
determined by the location of the inmate. Inmates are allowed to spend up
to $45.00 on their commissary day. Money must be deposited at the
reception window by 12:00 midnight on the night before their commissary
day for them to receive it. The commissary carries hygiene products,
stamps, writing materials, underwear, socks, sodas, snack items and
prepaid phone cards.

Visitation
Inmates are
allowed to have visits from family and friends unless privileges have been
taken away or they have been segregated for disciplinary reasons.

must be here 15 minutes prior to the designated start time of the visit or
wait till the next scheduled visiting time. There will be no late signups.
If you are late and the visiting session has already started and one
family member or friend is already visiting you will have to wait till the
next scheduled day.

Visitation
Rules
Inmates are
allowed 1 visiting session per day.
Visits are
limited to 30 minutes, unless you can prove you live more than 50 miles
away.
Four
visitors per session (this includes children over the age of 2). All
visitors over the age of 16 must be signed in on the visitation roster in
the front lobby before they are allowed to enter the visiting area.
All visitors
over the age of 16 must present proper picture identification at each and
every visiting session. Proper identification is
limited to OFFICIAL STATE DRIVER’S LICENSE, OFFICIAL STATE IDENTIFICATION
CARD, LEGAL PASSPORT and VALID MILITARY IDENTIFICATION CARDS.
A parent or
legal guardian with a valid id must accompany all visitors under the age
of 16.
Children are
to be kept under control at all times.
No smoking
in visiting area.
No food or
drinks in visiting area.
Visitors
will not be allowed to pass anything to the inmates.
Intoxicated
visitors will not be allowed to visit.
Visitation
times are posted and all visits will end promptly at the posted time.
All visitors
must sign in 30 minutes before the posted ending time for all visitations.
Any
violation of these rules may result in your visitation being terminated.
Dress Code
Proper
attire is expected of all persons coming into the Facility. Any clothing
that would be considered to be lewd or revealing will be cause for any
visitor to be denied a visit. Knee length walking shorts are acceptable.
Tube, halter, midriff tops and tank tops are not acceptable. Tank top
style dresses, mini skirts and short shorts are not acceptable. Clothing
with visual or written messages referring to illicit drugs, alcohol,
weapons, violence, vulgar or abusive language or images, gang affiliation
or insults to another race, religion, gender or ethnicity are not
acceptable.

There is a
phone in each cellblock for inmates to make collect calls. The inmate
phone service is provided by Global Tel Link. If you can not receive phone
calls from an inmate you need to call Global Tel Link to set up a billing
account or to set up a prepaid account using a credit card.

If you do not wish to receive calls from an inmate at the
Paulding County Detention Center you can have your phone number blocked by
calling the Detention Center. The person that the phone is listed to is
the only person that can place a block or remove a block on a phone
number.
Placing three way calls for an inmate is prohibited and could
result in your number being blocked from the facility.

Property For Inmates
No personal property will be accepted for any inmate.
Bonding Procedures
Listed below are the procedures for bonding an arrested person
out of the Paulding County Detention Center. A criminal bond is a
financial guarantee that the arrested person will appear in court on the
specified date. A BOND IS NOT A FINE. A person posting a bond must
appear before a judge to answer to criminal charges.
There is a $13.00 fee required on all Superior Court Bonds.
CASH BOND:
A cash bond may be posted by anyone. The amount of cash is the amount
of the bond, i.e., if the bond is $1,200.00, then $1,200.00 must be
posted. This cash will be returned to the person posting the money at the
conclusion of the criminal trial or plea. We do not accept credit cards or
checks drawn on personal or business accounts. All persons posting a bond
for an arrestee must produce picture id.
PROFESSIONAL BONDSMEN:
A professional bondsmen is in the business of posting bonds for
criminal charges. The bondsman will charge a fee (usually under $10,000.00
is 12%, over $10,000.00 is 15% of the bond amount). This fee is
non-refundable. A list of approved bondsmen is located on the lighted sign
in the main lobby of the Detention Center, as well as in the booking area.
The Department WILL NOT recommend one bondsman over another. Please do not
ask. The bondsman you choose and the arrangements made are between you and
the professional bondsman.
PROPERTY BOND:
A property bond may be posted by individuals who own property inside
Paulding County. To post a property bond you MUST have your warranty deed,
a current tax statement, a current mortgage statement, and all persons
must be present whose names appear on the deed. All persons are required
to have a picture ID. In the case of a death of a named person on the
deed, you must be able to show proof of the death (i.e., death
certificate). YOU MUST HAVE TWICE THE BOND AMOUNT IN CLEAR UNENCUMBERED
EQUITY IN THE PROPERTY, (i.e., if the bond is $5,000.00 you must have
$10,000.00 of unencumbered equity).
ATTESTED PROPERTY BOND:
An attested property may be accepted if property is owned outside of
Paulding County. To obtain an approved property bond YOU MUST GO TO THE
SHERIFF’S OFFICE IN THE
COUNTY WHERE THE PROPERTY IS LOCATED to find out what documents they
require to post a property bond. The Sheriff’s Office will prepare the
bond and place it in a sealed envelope. Return the envelope to the
Paulding County Detention Center where we will complete the bonding
process. IF IT APPEARS THAT THE ENVELOPE HAS BEEN TAMPERED
WITH WE MAY NOT ACCEPT THE BOND.
Open Records
All requests for open records must be done in writing and must
be picked up in person. You must have proper identification. All open
records requests will be responded to within 3 business days. At that time
we will give you a time to pick them up or a reason why the records can
not be released. All open record requests pertaining to incarceration must
be directed to the Detention Center.

Take I-20 west to Thornton Road. Turn right on Thornton Road and go
approximately 14 miles to Hwy. 61. Turn right on Hwy. 61 and go
approximately ¼ mile to the traffic light at Hampton Subdivision. Turn
left at the traffic light and go approximately 1 mile to Legion Road.
There is a convenience store on the right and Dr. Selano's Chiropractic
office on the left. Turn right on Legion road and go approximately 100
yards to Hwy. 381. Turn right on Hwy. 381 and go approximately 1½ miles to
the Detention Center sign on the left. Turn left on Industrial Blvd. You
will turn right on Industrial Way. You will see the Detention center

Directions from Cartersville:
Take Hwy. 61 South to the traffic light in Dallas. Turn left on East
Memorial Drive. Go to the foot of the hill from the traffic light and bear
left on Hwy. 381. Go approximately 1½ miles to the brown and orange
Sheriff's Department and Detention Center sign on the left. Turn left on
Industrial Blvd. Turn right on Industrial Way and the Detention Center is
immediately on the left.
Directions from Dallas:
From the traffic light in downtown Dallas go east on East Memorial Drive
to the foot of the hill. Bear left on Hwy. 381. Go approximately 1½ miles
to the Detention Center sign on the left. Turn left on Industrial Blvd. at
the sign. Turn left on Industrial Way. Then the Detention Center is
immediately on the left.
Directions from Douglasville:
Go Hwy. 92 north to Hwy. 278 at Hiram. Turn left on Hwy. 278 and go
between Wal-Mart and K-Mart. Go approximately 4 miles to Hwy. 61. Turn
right on Hwy. 61 and go approximately ¼ mile to the traffic light at
Hampton Subdivision. Turn left and go approximately 1 mile to Legion Road.

Detention Center sign on the right. Turn right on Industrial Blvd. Then
turn right on Industrial Way and the Detention Center is immediately on
the left.
