The Community Development Department is comprised of a team of
professionals committed to help guide the planning, development, and
building of our community in a manner that benefits both the natural
environment and the local economy for future generations. The
Department consists of three functional divisions: Planning & Zoning
Division, Development Division, and Building & Permits Division.

Planning & Zoning Division Manager
The Planning and Zoning Division is responsible for the
administration of the Paulding County Zoning Ordinance including the
interpretation and amendment. All rezoning requests by developers,
builders, and citizens are coordinated and processed on a monthly basis.
Planning and Zoning staff also process Land Use Permits (for Residential
or Rural Business), Special Use Permits, Medical Hardship applications,
Variance applications and Development Regulations' Waiver applications.
On a daily basis, staff assists applicants, residents, realtors,
developers, consultants, etc. regarding land use, zoning, comprehensive
planning, maps, and demographics. Planning and Zoning staff
coordinates land use and planning activities with other Divisions and
Departments including business license approval, private dwelling and
building permit, review and approval of plans for zoning compliance, and
demographic information. The Planning and Zoning Division prepares
and/or oversees updates to the County's Comprehensive Plan and Future
Land Use Map as required by State Planning Regulations. Planning
and Zoning coordinates on an "as needed basis" with Regional and State
agencies regarding Developments of Regional Impact.

Development Division Manager
The Development Division provides assistance to developers,
engineers, contractors and individual land owners with commercial,
subdivision, and other residential and non-residential developments.
This office enforces Erosion and Sediment Control, Reviews Plans, issues
Grading Permits, Land Disturbance Permits, Timber Permits, and is
responsible for inspection on these projects. This office also
issues Business Licenses for unincorporated Paulding County.

Building and Permitting
Division Manager
The Building and Permitting Department issues building permits, electrical, heating/air-conditioning, and plumbing permits for all uses (residential, commercial and industrial). The building inspectors conduct applicable inspections for all permits issued. The office also provides information to the public and answers technical questions concerning adopted building, electrical, HVAC, plumbing and other codes.
