Do all vehicles require an emission certificate each year?
All vehicles that are less than 25 years old must be tested each year before they can be registered. The vehicles are exempt when they are brand new, until they are three model years old.

There is an exemption for emission requirements for senior citizens who meet the following three criteria:
  • The owner is 65 years old or older

  • The vehicle is at least 10 years old

  • The vehicle is driven less than 5,000 miles per year (you must provide the mileage and fill out a senior exemption form each year)
