The Paulding County Neighborhood Stabilization Program (NSP3) involves the acquisition, rehabilitation and re-sell of vacant foreclosed or abandoned residential properties. Paulding County is seeking qualified contractors (Appraisers, Attorneys, Inspectors, Landscapers, Realtors and Rehab Contractors).
Proposers develop scopes of work to bring the units into compliance with all County Codes, manage the rehabilitation process, and manage the asset during the holding period. Upon completion of the homeownership units, they will be sold to income-eligible buyers who can qualify for private financing. Financial assistance in the form of housing assistance or second mortgages may be made available to the buyer to assist with the process. Housing counseling will be required of all potential purchasers.
A Pre-Proposal Conference will be held Wednesday, June 15, 2011 at 10:00 A.M. in Paulding County Government Center, 240 Constitution Blvd., Dallas, GA 30134.
