Overview

The County Manager serves as the chief executive officer responsible for managing day-to-day county government operations.

Frank Baker, County Manager

Frank Baker came to Paulding County in 2012, as the Court Administrator for the Courts of the Paulding Judicial Circuit. He has been the County Administrator since October of 2017. He was appointed Paulding County's first County Manager on May 10, 2022. He is retired from Cobb County Government where he served as a Police Officer, Chief Probation Officer and State Court Director. 

In addition to his law enforcement and judicial experience, he also has a background in television production and special events planning. Frank has worked as a Court Public Information Officer (PIO) with both local and national media outlets. Additionally, he has had the opportunity to work directly with R and B music artist Ne-Yo, country music artist Mark Wills, nationally known motivational speakers Daniel "Rudy" Ruettiger, and former Winston Man Dave Goerlitz on television and independent video projects. 

Education

Frank holds a BA from Kennesaw College, now Kennesaw State University, Georgia POST certifications as a Police Officer, Probation Officer, and General Law Enforcement Instructor. Additionally he has a GCCA Master Certificate of Court Administration, as well as a Certificate of Local Government Management from The University of Georgia's Carl Vinson Institute of Government.
